CP Specialist– IT & Engineering

The purpose of the role is to manage portfolio of contracts (average number of contracts +100) and handling new demands assigned to Class of Business and categories, such as IT, Engineering CAPEX & OPEX projects including limited COGS projects, HSSE & NFR according to Category Management Contracting & Procurement (CMCP) guidelines. CP Specialist is accountable for aggregating/leveraging third-party spend/demand and to develop/execute the sourcing strategy to optimise Shell’s buying power and reduce the overall 3rd party spend and total cost of ownership. This role will ensure the Sourcing Strategy is aligned with Business/Function priorities through regular engagement with key business stakeholders and 3rd party suppliers to establish annual, integrated cost saving targets under Mobility, Lubricants & Trading & Supply businesses.

Accountabilities :

Work with various suppliers and stakeholders within various Shell Businesses, Functions, to execute Category Management commercial work plans, assuring supply of contracts at market competitive terms and conditions, as well as delivering value through Bottom Line Impacts.

Contracting & Procurement is continuing to further improve the basics around Post-Award Contract Management, Automation, Digitalisation and Operational Excellence via different activities and projects in line with the overall direction of the function. Another priority is to ensure close connectivity between the global and local teams through extensive sharing of best practices and ongoing engagements between category and delivery teams.

Categories to be supported:

Responsible candidate is expected to support different businesses (Mobility,T&S,Lubricants,GC and IT) for all local Shell entities under below categories;

IT (All hardware & software including on-prem solutions) Mostly Saas (Software-as-a-service) & Iaas (Infrastructure-as-a-service), IT Automation and IT contractor procurements related with IT and other businesses, operational local and global contracts and one off daily purchases

Engineering: Contracting and Procurement of technical projects (both CAPEX&OPEX) for retail sites, terminals, dispatch offices , headquarters and Lubricant facility in Derince, operational local and global contracts and one off daily purchases

Logistics: Contracting and Procurement of logistics needs for mobility sites, terminals ,lubricant facility in Derince for operational local and global contracts and one off daily purchases

Category Strategy Development:

*Developing and implementing sourcing strategies to meet the needs of internal customers in compliance with the Global Contracting & Procurement processes and procedures

*Provide input to the Global Category Strategy and ensure an effective and efficient local or localized implementation of the Global Category Strategies in Turkey

*Be the external face to the industry and be aware of industry trends, familiar with the key players, and bring that external insight into the Shell team

Effective Relationship Management:

* Build and maintain good relations with key suppliers and manage negotiations including resolution of operational and supplier performance issues relating to the contract.

* Build and maintain good relations with internal and external stakeholders

KPI’s:

*Achieving Value Improvements and Third Party Spend Savings for the Category and reporting within tools in line with global process and procedures

*Responsible to support delivery of RtP (Requisition to Payment) KPIs and compliance delivery for Turkey

Procurement Policy & Strategy:

*Providing full Contracting & Procurement support for all businesses and other procurement Categories locally when needed.

*Managing regional or local tenders, negotiations or other operational procurement matters, negotiation with suppliers on contract terms

*Effective contract management in line with global procurement policies.

*Following-up and resolving of daily Contracting & Procurement related issues with Vendors, businesses, Finance and global Shared Service Center

*Set-up and follow-up of On-Line Bidding.

*Market Research for alternative competitive or creative suppliers

*Contribute technical and functional evaluation of Specifications

*Contracts and related database management.

*Purchase order and contract creation and follow up in SAP

*Make sure that all pre-award requirements (which can be E&C,HR,IT and/or Finance related) are met before the contracting & procurement process is started

*Support all stakeholders about all pre-award & post-award requirements when it is needed according to Global Contracting & Procurement processes and procedures Fully compliant with ISO9001 Management Quality system, ISO27001 Information security management systems, IATF 16949 International Automotive Task Force , TS EN ISO 14001 Environmental Management System, ISO 10002 Complaint Handling and Customer Satisfaction Quality Management System, ISO 45001 Occupational Health and Safety Management Systems standards/procedures/work instruction

Turkey Shell is a JV, following all global rules of C&P and HSSE standards while complying with local content. Knowledge in contractors in engineering, IT and COGS market, closely monitoring business needs and ability to find solutions is a must in the sector where fierce competitions exist.

Special Challenges The market is also regulated by the governing body EMRA (energy markets regulatory authority) often comes up with requirements that the distributor companies should comply. The most recent and biggest impact was limiting dealer agreements to 5 years, which is driving to change investment strategies.

All in all above challenges, training of Contract Holders, applying Contract Management for tactical contracts, is another priority to keep value improvement savings in-house while managing both local and global stakeholders with excellent communication.
