Job Description:
Shell EMEA Lubricants covers more than 115 countries across Europe, Middle East and Africa. We provide 1 Billion litres of lubricant on an annual basis to customers ranging from the world’s largest car manufacturers to small independent workshops, national utility companies to wind farms across the B2C and B2B customer groups. We have a network of 11 lubricant and 4 greases manufacturing locations in the region.
Shell EMEA Lubricant purpose is to Power our customers growth, harnessing our diverse teams to win with sustainable lubricants solutions, leaving a positive legacy in our communities for the future.
The Sr. Business Opportunity Manager (BOM) will be a member of the EMEA LSC Business Development team. The team is accountable for identifying, defining and implementing structural end to end supply chain opportunities that create value for Shell and serve our customer needs (e.g. all growth investment projects, asset closures and divestments, end to end network optimization opportunities, new supply chain partnerships, 3rd party supply/tolling agreements).
This is a high-profile role working across a large variety of stakeholders internally and externally.
This role reports into the Business Development Manager EMEA.
Purpose
The Sr. BOM leads the opportunity team for LSC capital projects from origination to handover of the project to the business and is accountable for overall integrated TECOP management and for maximizing value and minimizing risk from the opportunity for Shell & its stakeholders. This involves opportunity framing, leading multi-disciplinary project teams and managing key stakeholders and interfaces (e.g. with regional logistics, production and planning teams, base oil supply, global excellence, product management, sales & marketing, Lubricants strategy and portfolio and with external parties). The Sr. BOM is also responsible for ensuring appropriate assurance of the project throughout its lifetime.
Projects will include:
• Identifying, framing and leading the implementation of significant investment and divestment opportunities;
• Developing long term strategic asset and network plans relating to base oil supply, lubricants manufacturing and distribution in line with our customer requirements;
• Drive and adopt innovation projects to enable the EMEA growth ambitions and support future supply chain transformations;
• Assessing “make or buy” opportunities and negotiating 3rd party supply and/or toll manufacturing deals;
• Translating the Shell Purpose into supply chain opportunities.
Accountabilities
Project Accountabilities:
• Lead projects in line with the Opportunity Realisation Standards (ORS) and Lubricants Project Management System (PMS);
• Manage cross-discipline project teams including resourcing of project members and management of the team;
• Analyse and incorporate business requirements, customer needs, industry trends, competitive landscape and group strategy into projects;
• Identify and assess strategic supply chain improvement options, looking across the full value chain (from base oil and raw materials inbound to customer delivery);
• Identify and implement innovative ideas to support the supply chain transformation and the wider Shell Purpose;
• Evaluate opportunities with respect to value, competitiveness, profitability, time frame and risk/alternatives;
• Review all relevant HSSE, technical, commercial, legal, fiscal, political and organisational aspects;
• Prepare and present internal mandates (e.g. PCN, GIP);
• Develop and manage detailed implementation plans and champion HSSE leadership in project execution;
• Run Decision Review Boards and liaise with multiple internal and external contacts in the maturation of opportunities across business/country/regional boundaries;
• Lead and co-ordinate project implementations;
• Prepare and ensure effective hand-over to operations.
Other Accountabilities:
• External focus. Building and maintaining knowledge of competitors supply chain set ups and ensuring awareness of external developments;
• Be an active member of the Business Development team and the Regional LSC team, sharing best practices, providing support and specialist expertise in peer reviews.
Dimensions
• EMEA Lubricants Supply chain consists of 10 Lube Oil Blending and Grease Manufacturing Plants, multiple warehouses and bulk depots, ~1000ml per annum throughput with over 3500 saleable products and serves a variety of customers from B2C to B2B;
• The market and lubes & grease business is very dynamic with increasing complexity and as such the strategy and project agenda is diverse with a :
o ~40-50 mln USD Capex budget per year
o ~ 8-10 mln USD OPEX budget per year
• Development projects NPV range typically from $10m-$100m;
• Supply Chain Development is accountable for all Capital Expenditure in the region and directly influences the other dimensions by defining the size and shape of the LSC asset portfolio.
Special Challenges
The role suits a highly capable and ambitious individual with a blend of strong operational and commercial knowledge, who is able to provide high quality, critical and independent assessments of opportunities, ensuring real value is added to the business.
Supply Chain Development projects tend to affect a wide range of internal and external stakeholders and consist of teams from various locations and backgrounds, thus requiring excellent project management and influencing skills. As projects vary greatly both in content and geographical coverage and team members typically lead 4-6 projects in parallel at different stages of maturity, the successful candidate will need to have resilience and the ability to manage conflicting schedules and priorities.
The role will also have a high visibility with frequent VP/GM interactions making effective communication and engagement skills a prerequisite.

Opportunity & project delivery in a supply chain environment
• Solid knowledge of supply chain activities (sourcing, manufacturing, planning, asset management, warehousing, distribution).
• Project management experience for capital, commercial and/or optimization projects.
• High personal drive and delivery focus; result oriented.
The following additional competencies and experience are not mandatory but would be an advantage:
• A Finance background would help balance capabilities and experience within the LSC Business Development team.
• Knowledge of capital project standards and frameworks (ORS, PMS or PMF)
• Knowledge of the Lubricants Supply Chain
