Oversees all processes from crude oil processing to the delivery of final products to customers, enabling refinery operations to be carried out safely, efficiently, and in accordance with plans.
Maintenance: Manages planned, preventive, and predictive maintenance activities to ensure the operational continuity and reliability of refinery assets. Reduces failure risks through digital monitoring and automation solutions, extends the lifecycle of critical assets, and supports operational reliability and sustainability.
Project and Investments: Develops, designs, and implements investments in line with strategic objectives and operational priorities. Manages the entire project lifecycle, from concept development to commissioning and performance monitoring, through an engineering, planning, contract, and risk management perspective to ensure projects are delivered on time, within budget, and with the targeted added value.
Technical Safety: Establishes, implements, and ensures company standards in occupational health and safety, environmental protection, process safety, and emergency management. Manages risks based on national and international regulations and global best practices, supporting safe, sustainable, and uninterrupted operations.
R&D: Manages the R&D vision and portfolio in alignment with company strategy. Enhances existing assets and refinery operations with a focus on profitability and competitiveness, while conducting technology development and transfer initiatives and capability and infrastructure development activities that support the company’s strategic investment plans.
Operational Reliability and Excellence: Manages reliability, safety, and performance in refinery operations through a holistic approach. Reduces operational risks and supports sustainable excellence through reliability strategies, performance indicators, and continuous improvement practices in line with national and international standards.
Quality: Ensures compliance of products and product-related processes with national and international standards. Supports the effectiveness and continuity of quality management systems by managing quality control and product certification processes.
Technical Services: Provides engineering support to refinery operations to enhance process performance and efficiency. Develops technical solutions through optimization, energy efficiency, and improvement projects to support operational targets. Creates investment and project alternatives for capacity and efficiency increases and product development, conducts feasibility studies, and provides simulation support.
2. Commercial
Foreign Trade: Manages import and export operations in line with refinery needs, in compliance with regulations, commercial terms, and company policies, while coordinating logistics planning. Prepares and monitors contracts. Tracks developments in energy markets and produces forecasts that serve as inputs for optimization.
Crude Oil Supply and Operations: Manages crude oil supply and operational processes end-to-end by integrating commercial and technical dynamics to support company profitability. Develops long-term supply strategies and quarterly supply programs by monitoring global and local markets, ensuring operational continuity through coordination with relevant stakeholders.
Production Planning: Responsible for developing optimal production plans by considering refinery capacity, feedstock supply, operational constraints, and market conditions. Analyzes short-, mid-, and long-term production scenarios to maximize profitability and supply security, and coordinates with relevant units.
Pricing and Market Analysis: Supports decision-making processes by analyzing market, sector, and pricing data. Contributes to commercial performance by enhancing the effectiveness of pricing mechanisms through short- and long-term scenarios, benchmarking studies, and analytical models.
Sales Operations and Logistics: Manages logistics and operational activities supporting sales processes end-to-end. Enhances operational efficiency by balancing cost, speed, and service level, and ensures sales continuity through stakeholder coordination and a continuous improvement approach.
Sales and Marketing: Develops and implements product-based sales and commercial strategies in line with the company’s growth and profitability objectives. Manages sales performance by analyzing market, pricing, and customer dynamics, and coordinates customer experience, commercial risks, and digital sales processes through an integrated approach.
3. Corporate
Legal and Compliance: Manages the company’s legal processes to ensure activities are conducted in compliance with regulations. Ensures alignment with regulatory authorities and operates policy, procedure, and control mechanisms. Coordinates with relevant public authorities, monitors regulatory changes, and ensures the company’s compliance with the regulatory environment and public representation.
Human Resources: Conducts talent acquisition, development, career management, and organizational structuring processes in line with the company’s strategic priorities. Focuses on increasing employee engagement and well-being through regular measurements and targeted actions. Designs compensation, benefits, and reward systems, and implements HR technologies and data-driven practices to enhance process efficiency and evidence-based decision-making.
Internal Audit: Independently audits financial and operational processes. Monitors the effectiveness of risk and control mechanisms, ensures regulatory compliance, and contributes to the continuous improvement of internal control systems.
Corporate Communications: Manages communication activities aimed at strengthening corporate reputation and brand value. Coordinates internal and external communications in line with strategic priorities to enhance the consistency and impact of corporate messaging.
Information Technologies: Implements the company’s digital transformation strategies and manages technological infrastructure. Ensures data security, ERP systems, system integration, and cybersecurity, while enhancing business process efficiency through automation, software, artificial intelligence, and analytics solutions to support operational excellence and user experience.
Financial Planning and Reporting: Prepares financial results and manages budgeting and financial performance tracking. Produces financial analyses, presentations, and forecasts to support management decisions, and contributes to efficient resource utilization and long-term objectives by monitoring performance indicators. Coordinates sustainable data management as the administrative office for data governance.
Finance: Monitors the company’s financial metrics and manages financial risks in line with relevant policies. Efficiently utilizes existing financial resources and secures new funding sources to establish a sustainable financial structure. Ensures the funding of operations by creating the most efficient liquidity portfolio.
Enterprise Risk Management: Ensures the monitoring, reporting, and insurance of corporate-level risks through a global coverage structure. Makes disclosures in compliance with Capital Markets Board and Turkish Commercial Code regulations and manages General Assembly and Annual Report processes. Supports the company’s long-term value creation by publicly disclosing financial and operational results.
Financial Affairs: Manages accounting, tax, statutory reporting, and disclosure processes in compliance with regulations. Ensures the accuracy and transparency of financial records. Supports management decisions through budgeting, financial control, and reporting mechanisms, and contributes to financial sustainability through effective receivables risk management.
Strategy, Sustainability, and Innovation: Shapes the company’s strategic direction and sustainability objectives. Conducts business development activities focused on energy transition, new business areas, ESG, and sustainable finance. Responsible for innovation and venture capital processes. Creates sustainable efficiency and new growth opportunities through startup collaborations, investment activities via Tüpraş Ventures, and intrapreneurship initiatives.
Supply Chain: Manages contract, procurement, logistics, customs, inventory, and warehouse processes for investment, maintenance, and refinery operations in an integrated, end-to-end manner. Balances cost, quality, time, and service level while ensuring operational continuity and investment objectives and delivering efficient outcomes through close collaboration with stakeholders.
