Job Description:
The Blending Supervisor plays a key role in reaching the HSSE and OTIF targets in the plant, working closely with planning& other production teams and maintenance dept.
Asset integrity process safety and stakeholder, people management are the most crucial aspects of this role.
Purpose
Supervise operations within tank farm and jetty, Blending of Lubricants in accordance with GPC, and according to the Plan set by the Production Planner whilst meeting HSSE, Security and Environmental targets.

Principle Accountabilities
- Ensure all Lubeoil blending is carried out in accordance with roles described Shell HSSE control framework and perform HEMP& MOC studies for the blending area.
- Ensure blending is carried out in accordance with roles described in GSAP/Streamline.
- Ensure Drum Oven Operations, Transfer Systems (e.g. conveyors, piping), Drum Decanting, Hose Exchange and Blending line operations are performed in accordance with the Production Plan (set by the Production Planner) and consistent with HSSE rules and regulations.
- Ensure that all shore operations during vessel discharging operatios are consistent with HSSE, Quality and regulations.
- Work with Maintenance Supervisor & Bulk Operation and Projects Supervisor, Filling Supervisor and Grease Shift Supervisors to ensure tanks, Blending, and Associated Equipment availability is maximized.
- Works with the Laboratory to reduce Blend Cycle times and reduction of flush and waste oils.
- Coach, train and lead Blending Team Lead and Blending Operators.

- Manage Blending operations efficiently within budget, in compliance with Quality & Environment management systems & HSSE requirements and closely follow up Right First Time Target.
- Ensure all manufacturing units and blending tanks and equipment work in a coordinated manner (amongst itself as well as planning) to achieve OTIF (on time in full) to customers at targeted levels and to achieve OEE (Overall Equipment Effectiveness) for blending.
- Minimize product working losses (write offs / downgraded product / flushing oils) & achieve targeted level of RFT (right first time) in manufacturing and decrease generated flush oils and increase re-use ration in blending.
- Keep raw materials and empty packs in good condition at all times, ready for usage
- Keep all plant hardware in good condition for the continuity of operations through optimizing requirements & frequency of maintenance activities in coordination with Maintenance & Investments Manager.
- As a back-up role for stock count , Ensure all stock are accurate in terms of physical count and book in system
- Ensure that all tank transfers are compliant within custom regulations and closely work with Project and Bulk operation Supervisor.
- Minimize product working losses (write offs / downgraded product / flushing oils) & achieve targeted level of RFT (right first time) in Filling. This will enable better Margin Leakage results hence less amount of MCV (Material Consumption Variance)
- Keep all plant hardware in good condition for the continuity of operations through optimizing requirements & frequency of maintenance activities in coordination with Maintenance & Investments Manager.
- Update Blending Plant specific SOPs (Standard Operating Procedure) when necessary and train the operators.
- Ensure all stocks are accurate in terms of physical count and book in system which will enable less stock gain/losses.
- Manage rework operations of Lubemixes and part drums into permitted products in line with LQS requirements.
- Act and active role in oil spill teams according to emergency response plan
- Authority to stop production and filling operations in case of any quality problem.
- Act as Permit Authorizer (PA), Isolation Authorizer (IA) in e-PTW system for his/her responsible are
- Fully compliant with ISO9001& 450001 Management Quality system, ISO27001 Information security management systems, IATF 16949 International Automotive Task Force, TS EN ISO 14001 Environmental Management System, ISO 10002 Complaint Handling and Customer Satisfaction Quality Management standards/procedures/work instruction
- Authority to stop production in case of any quality problem
- Ensure that all hot works are performed according to the procedures and update the visuals in the plant related with hot works
- Support to Permit to Work system as and Permit Authorizer / Permit Verifier
- Lead Continuous Improvement Projects and drive 5S system for blending area
- Support to Project Teams for all new projects which will be executed in Blending Side
- Act as a focal point for PV lite and digital tools for production team.
Related to HSSE:
- Implement the HSSE Plans, Policies, Standards and Procedures according to the HSSE-MS.
- Ensure risks of HSSE related activities are reduced to ALARP.
- Ensure assets are safe guarded and controls are in place for people to operate safely.
- Provide adequate training for staff to develop competence.
- Promote HSE Golden Rules and Life Saving Rules.

Key/Special Challenges
- How to minimize product working losses (off-spec products & flushing oils) while delivering a product portfolio that is continuously getting more complex (increasing # of formulations)
- How to maintain high efficiency in the plant (mt produced per batch) while orders are getting smaller in size over a larger size portfolio & targeted stock levels are decreasing
- How to balance short term pressures (increasing demand in a growing market under OTIF targets) against longer term requirements (tank farm optimization / stops to enable maintenance)
- How to achieve OTIF targets in a growing market while annual opex budget poses limit on spending for overtime
- How to plan personal and team working hours due to high number of investment projects
