Purpose
The purpose of Portfolio Manager ERP Compliance is to harvest the value from the Downstream investment in processes, data, IT platform and people, and to generate more integrated end-to-end value across Downstream. To build the future, we will be focused on the bottom line and working with our delivery partners and the business to deliver integrated value across Downstream, step up our overall business performance and accelerate the return of the Downstream to its winning ways.
Delivery Integration as part of DSOE provides coordination, assurance & flawless deployment of improvements to the operating model; minimizing business operational risks through effective Regional Teams managing a broad stakeholder network across all business and functions with key focus on
• Building end user capability within the business, in operating and getting the most out of, the Downstream Processes and Tools.
• Owning and assuring the effectiveness of the Integrated Support Model (ISM) to ensure efficient and effective resolution of issues.
• Assuring integrated BCP readiness on country/cluster level in case of an ERP outage
Supporting Downstream businesses in sustaining and improving the DS Operating model (processes, data, systems and organization) being facilitator and gatekeeper for improvement initiatives/projects.
The Portfolio Manager TR ERP Compliance role reports to IDT Manager Turkey and is dotted lined to the Delivery Manager EMEA DSOE and will work with the business on country, cluster and regional level providing coordination, cross business integration and assurance on bundle and project implementations, ISM effectiveness and BCP readiness.
The role also responsible for the
• Implementation of e-transformation projects initiated by Turkey Revenue Administration including support activities.
• Implementation, maintenance, and enhancements of local ERP system for SPAS which is subsidiary of Shell for CO sites.
• Responsible for the solution and financial tracking of locally initiated GSAP projects.
Accountabilities
This position will Lead the Downstream Operational Excellence activities for Turkey, by providing coordination, cross business integration and assurance, specifically:
Build & Maintain a strong stakeholder network on all levels covering all businesses in the Cluster. Manage implementation of GSAP Change Request Bundles (Business Impact Assessments, testing, training, CARE+). Manage local, regional or global implementation of larger projects or change requests (e.g. SPS2019, Biztalk Upgrade or Filenet Replacement) as well as project assurance reviews. Embed the Integrated Support Model throughout the cluster organizations. Manage the reduction of SOWAa (Step-Out/Work-Arounds) for non-compliant business practices. Support LSDRs and local management teams on readiness for and facilitation of planned and unplanned system outages (BCP) to enable an integrated response.
• Managing demand and driving continuous improvement for the following solutions in Turkey, comprised of people, processes, tools and data / information with end-to-end ownership of the portfolio capability for e-transformation application like e-invoicing, e-ledger, e-records, e-archive, e-delivery note etc.

• For above mentioned scope, act as the Solution Architect, consulting all IT and business stakeholders, to design and find the best solution in terms of sustainability, cost and IRM requirements.
• Proactively identify technology or process innovation from the value opportunity funnel that would benefit from a Proof of Concept to ensure the innovation will deliver estimated value for a key business priority. Investigate how competitors are using IT solutions to gain competitive edge, applies that knowledge to projects.
• Working with the relevant business stakeholders to shape demand, consult and guide on compliance and innovative solutions, prepare strategy for related area and multiyear roadmaps to deliver agreed strategy.
• Responsible for project management activities for new demand in line with Shell IT project delivery practices (e.g.: governance setup, planning, scoping, resource management, deliverables, testing, training, communication, hypercare, managing status reporting and issue logging, strategy creation for contingency planning and risk mitigation, provide & resource an audit and assurance program based on overall risk picture associated with all accountabilities and responsibilities.
• Responsible for vendor management and support CP activities related to delivery like contract management, keeping track of monthly support man-days used / carried forward, periodic exchange rate fixing or invoice verification across TR legal entities.
• Manage/Track relevant delivery budget.
• Manage the IT relationship for L&F changes with relevant government offices. (e.g.: TRA, EMRA, customs…)
• Additionally, responsibility will include working on demand from all cob/f’s, that may not directly be linked to e-transformation or SPAS. This means there may be other assignments under Delivery Team according to changing demand profile, project priorities and team competencies.
Dimensions:
The DS GSAP platform is supporting e2e business processes for more than 90% of the DS business transactions and related cash flow. The ISM supports 28,000 GSAP end users through a network of some 2000 Super Users, coordinated by 250 Lead Super Users and supported by 200 Process Experts, in 35 countries.
The position will manage the successful implementation of the ongoing change, through integrated project management and assurance across TR, for which this role is directly responsible.
Turkey specifics:
e-transformation currently consists of e-invoicing, e-ledger, e-records keeping, e-archive and e-delivery note for all Shell group companies (STAS, SCTL, SPAS, SEAS) in Turkey.
SPAS Shell Petrol A.S (SPAS), a subsidiary of the JvCo (Shell & Turcas) in Turkey, operates the CO network under RBA platform. Currently there are 77 sites in SPAS with an annual sale of 600mln liters that amounts to 12% of total volume in Turkey Retail business, and the company is expected to generate a turnover of 650m USD in 2019.
SPAS is a very dynamic company that aims to maximize value through on-site Fuel, Convenience Retail, Lubricants, Commercial Fuel and LNG sales. CO performance and efficiency is also one of the main levers to deliver the Turkey’s growth strategy both in Fuels and NFR.
