Job Description:

Purpose

An opportunity for an experienced and high-calibre Finance leader to be one of the key executives ensuring continued high performance of this strategically important Downstream Joint Venture in Turkey.

The Shell & Turcas JV comprises commercial fuels, lubricants including blending operations, S&D activities across 12 terminals, and retail operations including LPG, with a network of 1,200+ sites. It is one of the largest and most profitable retail operations in the global portfolio and has significant headroom for further growth.

The purpose of the role is to lead all financial matters of the JV within a complex shareholder, governance and regulatory framework; protect and enhance value through disciplined stewardship; and act as a strategic partner to the CEO, Board and shareholders in shaping growth, resilience and returns.

As Country Functional Finance Lead for Turkey, the role is also accountable for building the finance organisation, talent, behaviours and enterprise-first culture required to support Shell's growth ambitions across Turkey.

This has to be delivered in a highly volatile environment characterised by macroeconomic instability, inflation, FX pressure, regulatory change, market disruption and ongoing portfolio transformation.

Accountabilities

o Serve as a core member of the JV Executive Team and a close thought partner to the CEO, shaping enterprise strategy, portfolio choices and performance priorities across retail, commercial fuels, lubricants, supply and distribution, and adjacent growth opportunities.

o Lead long-range financial strategy, including capital allocation, balance sheet stewardship, funding strategy, dividend capacity, liquidity resilience and scenario-based value creation across the portfolio.

o Provide strategic insight on market shifts, regulation, inflation, FX, interest rates, competitive moves and shareholder priorities, translating external volatility into clear management actions, risk responses and resource allocation decisions.

o Co-lead strategic change across the JV, including major S&D infrastructure investments, business model evolution, digitisation, new business development, and major commercial renewal cycles across the retail network.

o Drive performance with a sharp focus on cash generation, return on capital, working capital discipline, margin quality and cost competitiveness, ensuring trade-offs between growth, resilience and returns are explicit and well-governed.

o Own the quality, accuracy and integrity of all financial statements and management reporting, including fiscal, Group and Capital Markets Board requirements, together with robust forecasting, budgeting, latest estimate and performance review processes.

o Ensure a strong and proportionate controls and governance framework using Shell standards, including risk assessment, audit follow-up, manual of authorities and disciplined policy compliance across the JV and affiliated entities.

o Lead enterprise risk management for the finance domain and support wider business resilience planning, including liquidity stress testing, FX and interest-rate exposure management, downside scenarios, contingency actions and decision support during periods of disruption.

o Manage external financing and banking relationships; maintain a sustainable balance sheet; optimise funding, covenant headroom and treasury operations; and safeguard access to liquidity in a volatile market environment.

o Ensure the JV meets all disclosure, communication and regulatory obligations relevant to the listed JV partner, the stock exchange, capital markets authorities and other Turkish regulatory bodies.

o Provide high-quality decision support to the Board, shareholders and executive team on strategic investments, portfolio choices, restructuring, major contracts, commercial initiatives, pricing implications, partnership matters and performance interventions.

o Maintain financial oversight of S&D JV activities and ensure control, compliance and governance standards are equivalent to Group expectations.

o Lead and continually improve Finance, Tax, Treasury, Audit, systems and service delivery, maximising standardisation, digital enablement, transparency and scalability.

o Build a high-performing leadership team and finance organisation: set direction, raise the professional standard, coach senior leaders, strengthen succession, and develop talent capable of operating in a large, complex and rapidly changing business.

o Act as a visible enterprise leader and culture carrier, fostering integrity, accountability, inclusion, collaboration and speaking-up behaviour; role-model Shell values and standards and create an environment where teams can execute through change.

o Build trusted relationships with shareholders, JV partners, banks, authorities, auditors and other key external stakeholders, and represent the JV credibly in high-stakes situations involving governance, conflict resolution, financing and strategic alignment.

o Ensure adequate support and service continuity for all Shell companies in Turkiye (SCTL, SEAS ), provide guidance to global Shell businesses in Turkey, while maintaining clear service economics, governance and accountability.

o Introduce and embed Group best practices in performance management, controls, digital finance, governance and operating discipline, while keeping close alignment with Shell's regional and global finance leadership.
