Job Description:

Trading and Supply’s Distribution Operations & Midstream business plays a critical role in delivering value within Downstream & Renewables, driving towards our ultimate potential as a true integrator of choice, be it with Upstream, Downstream, or third-party customers.

Distribution Operations is at the heart of Shell’s Downstream & Renewables businesses, supplying fuel and energy products to a wide portfolio of customers, including Mobility, Aviation, CRT, as well as being involved in the fast-emerging areas of RNG, LNG and Hydrogen.

At Shell Distribution Operations and Road transport Turkiye we are committed to delivering value to our Business Partners (including Mobility, Commercial Fuels, T&S Products) through efficient, safe, and sustainable road transport operations. Our focus extends beyond profit—we champion safety, environmental responsibility, and exceptional service delivery.

Turkiye Road Transport operates as a business unit generating an annual net positive recovery of $5-6 million. The Road Transport Manager holds full ownership and is accountable for delivering business outcomes. RT Manager owns 6 Contracts with 3 Hauliers operating under 3 different modes (1) NDOS – Lane rate, (2) NDOS - "Fixed & Varaible", (3) Mode 1. Annual contract value approx. $37mln ($260mln ACV)

Turkiye Road Transport

• Works in 8 different geographical regions

• Carries 2.6 Mln m3 product with 3 Hauliers

• Drives more than 22 Mln kms per annum with 200 trucks and 550 drivers

• Delivers product to both VMI and Non-VMI Mobility Dealers

Distribution Operations has implemented the Shell Performance Framework, and Turkiye is moving to a non-dedicated, outsource scheduling (NDOS) operating model for Road Transport. With this significant transition, and the introduction of the Transport Management Platform, the role of the Road Transport Manager and their team has also evolved. It is expected that RT unlock the benefits of the NDOS model and capture maximum commercial value through collaboration with RT Contractors.

The Road Transport Manager will develop market and contract level strategies, aligned with stakeholders from marketing and supply, and it is anticipated they will lead delivery of these and demonstrate creativity in setting challenging goals and look beyond existing relationships to develop optionality.

The RT Manager will lead the RT team through this period of transition, embedding the principles of the Shell Performance Framework. The successful candidate will be able to role-model risk and performance-based ways of working, focusing on delivery of the strategic intent of our contracts, and ensuring our RT Contractor portfolio is competitive, future fit, and effective in owning the management of operating risks.

The Road Transport Manager is accountable for delivery of value for our Business Partners through safe, efficient and sustainable road transport operations across the country.

The successful candidate will need to passionately champion and drive the efforts required to deliver Goal Zero (NO HARM NO LEAK) every day, negotiate and manage contracts with the Road Transport Contractors, collaborate with internal stakeholders to enable value creation and deliver exceptional service level.

In addition, this role will lead delivery of the energy transition programs both within own operations and in collaboration with business partners.

People

• Leads, coaches and develops the team of 14 FTEs in country location.

• This role sits in the Turkiye Distribution Operations Leadership team joining an energized and empowered Distribution Operations community.

HSSE

Accountable for delivering safe, compliant and secure road transport operations by:

• Demonstrating visible & felt leadership within the team and with RT Contractors.

• Developing generative HSSE culture of RT contractors, learning from HSSE incidents, disseminating insights and embedding sustainable mitigations.

• Promoting HSSE Best Practice and continuous improvement regarding Safe Fuel Delivery Standards and Road Safety programmes.

• This role owns Road Transport risk review process; identifying mitigations and setting team priorities reflective of risk-based ways of working. Accountable for setting team assurance targets and for conducting LOD1 activities, based on commercial performance and risk management objectives.

Create Value

• Design and implement Road Transport contracting strategy and delivery for the cluster. Accountable for engaging stakeholders (mobility / supply) to set short, medium and longer term objectives, applying relevant contract targets, and identifying innovative ways of responding to market deliverables.

• Contract Owner of Road Transport contracts valued at 35-40M $ /annum

• Champion Continuous Improvement across the E2E value chain, working with mobility and supply partners and delivering through contractors to enable efficient operations (annual cost savings and unit road transport targets apply).

• Embed PACM (Post-Award Contract Management) and deliver on the requirements for contract holder and contract users.

• The RT Manager will be active within industry forums and engage new partners to develop and unlock new opportunities to establish competitive operating conditions.

Powering Progress Strategy - “Delivering the Energy Transition”

• Lead CO2 reduction and sustainability programs across RT Operations.

• Act as Cluster CO2/Sustainability Focal Point - working within global network to play leading role in decarbonization of Road Transport Operations.

• Partner with new and existing business partners to deliver sustainable customer offers and products – (eg Low Carbon Fuels).

Operational Performance

• Delivers the strategic intent of the contracts and ensures commercial terms & conditions are met by the RT Contractors.

• Lead the Road Transport team in their transition to adopting performance focused ways of working.

• Deliver outstanding service levels to business partners.

• Manage Freight Billing and other contractor payments.

• Participate in Road Transport Functional Network activities.

• Ensures implementation, embedment and sustainment of global, cluster and country programs, standards, tools and initiatives focused on Road Transport.

This role will also require frequent travel (30%) across the country?

• Demonstrated experience of managing people and building a high performing team.

• Proven track record of delivering value across the supply chain, with examples of strong performance and commercial acumen through relevant experience e.g. Logistics, Marketing, Procurement, Deal Making

• Excellent communication, negotiation and stakeholder management skills at all levels including with external parties and without formal authority

• Generative HSSE Leader

• Ability to develop and implement strategies and innovative tactical solutions to create value.

• Language proficiencies:
