Our focus extends beyond profit—we champion safety, environmental responsibility, and exceptional service delivery.
Turkiye Road Transport operates as a business unit generating an annual net positive recovery of $5-6 million. The Road Transport Manager holds full ownership and is accountable for delivering business outcomes. RT Manager owns 6 Contracts with 3 Hauliers operating under 3 different modes (1) NDOS – Lane rate, (2) NDOS - "Fixed & Varaible", (3) Mode 1. Annual contract value approx. $37mln ($260mln ACV)
Turkiye Road Transport
• Works in 8 different geographical regions
• Carries 2.6 Mln m3 product with 3 Hauliers
• Drives more than 22 Mln kms per annum with 200 trucks and 550 drivers
• Delivers product to both VMI and Non-VMI Mobility Dealers
In addition to Mode 1 LPG Operations, Road Transport Turkiye is introducing the non-dedicated, outsource scheduling (NDOS) journey for Fuel Distribution Operations by having implemented the Transport Management Platform.
As this is an ongoing transformation, the Road Transport Contract Manager needs to deal with the changed operating model and challenges arising from this effectively to be able to deliver maximum commercial value by applying Shell Performance Framework. Transforming the partnership with the existing RT Contractors from a compliance driven to a risk-based operation, underpinned by strong performance management and therefore value driven operations is a major challenge and opportunity for the role.

Where You Fit In?
As the Road Transport Contract Manager, you will drive successfully in Non-dedicated, Outsource Scheduling (NDOS) and Mode 1 RT Contracts. Key deliverables include managing Road Transport Operations to maximize E2E value, enabling reliable and flexible customer service, cost-competitive RT delivery, and flawless HSSE performance. Success requires being an active member of a high-performing RT Team, with a continuous improvement mindset and influencing RT Contractors to deliver additional value for Shell.
What is the Role?
The RT Contract Manager is responsible for
• Unlocking NDOS benefits and transitioning to a performance focus aligned with Shell’s Performance Framework (SPF) in Fuels delivery. The role involves focusing on tactical and strategic RT solutions to unlock supply chain value with minimal assurance requirements. Collaboration and inspiration of RT Contractors to deliver commercial value and competitiveness while ensuring operational safety are crucial.
• Maintaining safe, cost competitive and secure LPG transportation network in Turkiye. Closely work with RTCCs to assure SPF standards in place.
Key accountabilities may vary and evolve over time:
Value Creation:
• Deliver the strategic value identified for the contract; influence RT Contractors to identify ways to continuously improve their costs and services; and through the Contract Management process, identify tactical and strategic solutions to achieve sustainable value delivery with existing or new partners.
• Influence the Road Transport Contractor to deliver performance improvement through delivery of Contract Scorecards as agreed with stakeholders.
• Enable E2E value creation by providing compliant, reliable, flexible, efficient, and safe road transport services.
• Collaborate seamlessly with E2E business partners including Mobility, Supply and relevant commercial teams
• Manage road transport contracts worth $15-20M per annum
• Execute pre-and post-award contract management, meeting contract holder and user requirements acc. Shell CMCP regulations (i.e. Operational Reviews and Business Performance Reviews)
• Manage and appraise Contractor performance in line with business goals. Recognizing success whilst identifying means of overcoming under performance.
Contracting Strategy:
• Design, implement and regularly refresh a robust road transport contracting strategy aligned with our overall RT Strategy and contracting cycle.
• Champion continuous improvement through RT Contractor management to enhance operational efficiency. Note: The span of a RT CM is much broader than only Mobility and varies from region to region
• Monitors and through Contractors, influences Road Transport industry cost developments, relevant legislations, keeping key internal and external stakeholders update.
• Sustain strong industry relationships with new to Shell RT Contractors, to spot commercial opportunities.
• Setting up contracts with C&P and make sure required amendments are being carried out.
• Lead any during contract period upcoming re-negotiations.
Operational Performance:
• Implement global, cluster, and country programs, standards, and tools across the cluster.
• Measures and improves RT Contractor operational performance in outsource scheduling environment via tools as i.e. KPI measurements, scorecards, TMP and On the Road dashboard
• Actively drives a performance management culture, i.e. by clear bonus/malus schemes, dynamic scoping and unlocking dynamic scoping opportunities
• Participate in Road Transport Functional Network activities, promoting best practices and industry developments.
• Ensuring Business Continuity Plans are in place and tested regularly
• Manages Claims and Disputes
• Manages and lead Road Transport activities during Supply Disruptions jointly with RT Integrators and other stakeholders
HSSE (Health, Safety, Security, and Environment):
• Transform the current Road Transport Operations from compliance driven to a performance, risk-based operations following the new Shell Performance Framework (SPF), SEAM and IOGP 365 standard
• Demonstrate visible and felt leadership with the team and contractors, i.e by leading engagements with RT Contractor and drivers and stimulate them to apply a culture of proactive HSSE management with strong Learner mindset and Human Performance Principles
• Ensure operational control checks, are defined through a risk-based assessment, and are completed in accordance with contract assurance plan, and ensure RT Contractors conduct their own compliance checks in accordance with their policy and contractual requirements, in particular ensuring compliance with Safe Fuels Delivery Standard
• Conduct road transport reviews with contractors, as required following a risk-based assessment of performance and capability.
• Foster a generative HSSE culture among contractors, disseminating learnings from incidents and sharing sustainable mitigations, as applicable.
• Reviews HSSE documents from RT Contract and influences them to drive improvements through learnings from experience.
• Work with RT Contractors to positively influence their corporate policies to align with Industry standards (IOGP), as well as promoting delivery of improvement across their operations.

Powering Progress Strategy:
• Promote CO2 reduction and sustainability programs across RT Operations.
• Act as the Cluster CO2/Sustainability Focal Point, driving decarbonization efforts in road transport operations.
• Collaborate with business partners to deliver sustainable customer offerings.
• Act as focal point to analyze new Business Development opportunities from Road Transport perspective; contribute and initiate MoC processes needed
• Actively contribute to implementation of new TMP and Outsource scheduling model, leading the migration of scheduling activities to RT Contractor.

Professional Experience:
• Master, Bachelor or equivalent degree in logistics / economics / business administration or proven long term work experience within Road Transport Operations
• 4 - 6 years experience in one or more of the following areas: Road Transport Operations, Contract Management, Order to Delivery Operations, Mobility fuels interface
• Proven commercial mindset to deliver YoY value improvement opportunities
• Demonstrated strong can-do mindset with the curiosity to continuously improve and bring innovative ideas to the team
• Knowledge of Shell HSSE standards, transportation of hazardous goods and local legislation (i.e. ADR)
