Job Description:

Roles Purpose

This role ensures regulatory compliance and operational integrity across the supply chain, with a strong focus on EMRA reporting, national marker (UM) operations, license management, and digital transformation. It supports Shell’s license to operate and strategic agility in a dynamic regulatory environment.

Key Responsibilities:

EMRA Reporting & License Management:

• Submit monthly, quarterly, annual, and incident reports to EMRA.

• Manage license applications, renewals, and amendments for STAŞ and SCTL.

• Monitor regulatory updates and ensure procedural alignment.

• Coordinate with legal and commercial teams for kerosene projections and CSO calculations.

National Marker (UM) Operations:

• Plan monthly marker orders and coordinate logistics with TÜBİTAK and terminals.

• Oversee calibration, disposal, and inventory tracking.

• Conduct terminal audits and distribute self-assessment forms.

• Ensure compliance with EMRA regulations and maintain updated procedures.

Audit Coordination:

• Prepare data sets for EMRA and UM audits.

• Collaborate with Cluster Security and Distribution Operations teams.

• Follow up on audit findings and corrective actions.

Digitalization & Process Optimization:

• Lead ShellBEE digital transformation initiatives.

• Develop dashboards and reporting tools using Excel, Power BI, and Python.

• Conduct UAT and support change management.

Strategic & Market Analysis:

• Monitor oil market trends using Platts and Argus.

• Estimate refinery price changes and analyze local-import differentials.

• Support strategy refresh through scenario modeling and sensitivity analysis.

Contract Management:

• Own and manage two national marker-related contracts.

• Track performance indicators and process invoices.

• Submit annual BPR reports.

Stakeholder Engagement:

• Coordinate with EMRA, TÜBİTAK, terminals, refineries, and internal teams.

• Facilitate workshops and prepare materials for global meetings.

Dimensions:

• Responsible for 196 EMRA reports annually.

• Manages 2 national marker contracts and oversees terminal audits every 3 years.

• Coordinates with multiple stakeholders across regulatory, commercial, and operational domains.

• Leads digitalization efforts and ensures regulatory alignment across systems.
